Taranaki DHB has established HIQ Limited to provide these services to the organisation. Taranaki DHB faces considerable challenges in providing information services to its stakeholders. It recognises the need to contain costs and to make the most effective and efficient use of limited resources. It recognises that significant economies and efficiencies are possible by providing skills, resources and experience and by adopting a customer-focused approach to information infrastructure and systems.
HealthIntelligence provides an organisational model which is readily extensible to include other Health Service Providers in addition to Taranaki DHB. The organisation was founded on the basis that it is an inclusive rather than an exclusive arrangement and this is consistent with a vision for widespread collaboration within the health sector.
There is potential for DHBs and other Health Services Providers to develop shared business services and shared clinical services arrangements in the future. This is clearly facilitated by adoption of a common technical architecture and common systems delivered in a common way to multiple parties.
Hours of Business
HealthIntelligence staff are normally available between the hours of 8am and 5pm Monday to Friday with 24 by 7 support offered on critical Taranaki DHB systems by contacting the IT Service Desk.
Immediate Objectives
HealthIntelligence is a vehicle for Taranaki DHB to optimise resources, expertise and experience, and to control the costs of information technology, infrastructure and systems.
The immediate objectives of this service initiative are:
* To provide systems – infrastructure and applications - to Taranaki DHB and other customers
* To develop information technology and information systems strategies for Taranaki DHB and other customers
* To implement systems and infrastructure which are standards based
* To realise efficiencies and curb the rising costs of providing information technology infrastructure and information systems
* To mitigate risks which arise as DHBs become increasingly dependent on technology and electronic information
* To minimize risks due to heavy reliance on a small number of highly specialized staff
* To promote future collaboration with other DHBs and the wider health sector community
Strategic Platform
Expenditure on information and communications technology infrastructure is a strategic investment which underpins collaborative efforts among DHBs. In the future, a common standards-based IT infrastructure should provide the foundation for DHBs to:
* Standardise electronic information systems applications
* Share information between DHBs and their stakeholders
* Standardise information technology and systems support work practices and procedures
Moreover, a common infrastructure, together with common business applications, can lay the essential foundations for further collaborative initiatives between DHBs, beyond the information technology and systems support arena.
In particular, there is potential for DHBs to develop shared business services and shared clinical services arrangements in the future. The converse is also true. Lack of common systems constitutes a barrier to realising the significant potential for additional shared service arrangements between DHBs.
